Our solution in accordance with the new Federal Law No. 54-FZ
Since July 1, 2017, Federal Law No. 54-FZ “On the Use of Cash Register Equipment” has come into effect. According to this law, every online store accepting online payments by bank card is required to have a cash register and issue an electronic receipt to the customer.
Under the new law, you are required to:
- Purchase and register a cash register and set up its integration with your payment service.
- Rent a cloud solution from one of the payment aggregators (about 45,000 RUB per year) and purchase a new fiscal drive every 13 months. Such solutions are offered by CloudPayments and Cloud.Kassir.
- Also, you need to sign a contract with an OFD (operator of fiscal data) — about 3,000 RUB annually. If you don't want to go to the tax office to register the cash register, you will also need to purchase a digital signature and cryptography software (around 5,000 RUB).
We offer a solution that frees our clients from the need to perform all of the above steps, including purchasing a cash register.
Since we have an agency agreement with our clients, we are authorized to accept payments on their behalf. We place our payment widget on your website. The client pays through this widget, the funds are credited to our account, and then we transfer them to you — as an agent to the seller. In this case, under 54-FZ, you are not required to have your own online cash register. We issue the receipt to the customer and send it electronically.
The widget is provided in cooperation with CloudPayments. It complies with all security requirements and holds the necessary certificates. You can read more about widget security here: payment security.

The service fee is 3.9% of the transaction amount via the payment widget + 1,000 RUB fixed monthly fee for the cloud cash register.
